In a statement to CIC News, Immigration Minister Sean Fraser explained: “The plan is a balance between the needs of our country and our international obligations. It will focus on attracting skilled workers who will contribute to Canada's economy and address labor shortages, while recognizing the importance of family reunification. and helping the world's most vulnerable populations through refugee resettlement. Our focus remains on supporting economic revitalization through increased retention of newcomers in areas with real economic, labor and demographic challenges.
In 2022, about 56% of new Canadian immigrants will arrive in the economy class as Express Entry, Provincial Nominee Program (PNP) and Temporary Residence for Permanent Residency (TR2PR) stream available in 2021.
The PNP will be the main program for economy class immigrants. IRCC is looking to bring 83,500 newcomers through the PNP by 2022. IRCC has cut Express Entry immigration numbers in half this year but the goal is to bring Expres Entry back to normal by 2024 when headcounts begin This category of immigrants reached 111,500 immigrants.
IRCC appears to be temporarily reducing Express Entry admissions in order to accommodate applications under the TR2PR program. IRCC is looking for 40,000 immigrants by 2022; and the final 32,000 immigrants in 2023 under the TR2PR stream.

Due to its aging population and low birth rate, Canada needs higher levels of immigration to improve its population, workforce and economic growth; as well as having enough workers to pay the taxes needed to support important social services such as health care and education.
Canada also pursues social immigration goals that include reuniting families, providing humanitarian assistance, and strengthening its Francophone heritage.
Immigration is believed to be of greater economic importance during the pandemic. Provinces across Canada are running short fiscal deficits due to increased spending amid the pandemic and weaker economic activity.
Additionally, employers across Canada are facing labor shortages due to Canada's aging population.
