CANADIAN IMMIGRATION MINISTER INTRODUCE A NEW PR PATHWAY FOR TEMPORARY RESIDENTS

Recently, Canada's Immigration Minister, Sean Fraser announced that the federal government is planning to introduce a new pathway to Canadian permanent residence for temporary residents. He also specifically mentioned that “Canada currently has far more temporary immigrants than the estimated planned immigration level.”

1. Canada Temporary Resident to Permanent Resident Program (TR2PR)

In 2021, due to the impact of the covid epidemic causing travel restrictions between countries and a shortage of human resources, the Canadian government launched a program to convert temporary residents such as international students and workers to permanently reside in Canada. (Temporary Resident To Permanent Resident – ​​TR2PR).

This path has opened the "door" to allow 90,000 temporary residents to become permanent residents of Canada for 3 main subjects:

  • Graduates in Canada        
  • Workers in essential, non-medical sectors
  • Workers in the medical field

Canada offers a program to transition from temporary residents such as international students and workers to permanent residence in Canada.

In June 2022, in an interview, Immigration Minister Sean Fraser improved this program completely, unlike a similar program launched in 2021 to help Canada solve the problem of manpower shortage, as well as reducing the number of temporary residents to increase permanent residents.

2. Do temporary residents get extra points through the Express Entry system?

Fraser dismissed the idea, arguing that temporary residents would receive additional points through the Express Entry system. The Express Entry program system manages skilled immigration applications and accepts applications from people who are most likely to successfully settle in Canada and contribute to Canada's economy.

The minister also mentioned, "The Express Entry system doesn't always deliver the brightest talent, because sometimes the process can take in people who don't really want to come."

3. The TR2PR plan is building and developing based on 6 criteria from the government

Mr. Fraser emphasized that some temporary residents have been denied temporary permits because immigration officers are not satisfied that foreign nationals will leave Canada at the end of their authorized stay. This creates a challenge for everyone who wants to study and work in Canada and later become a permanent resident.

In the near future, Mr. Fraser will come up with a plan to meet the following points in the pathway to becoming a Canadian permanent resident:

  1. Create more opportunities to gain Canadian work experience under economic immigration programs and increase qualifying occupation categories.
  2. Consult and review other federal immigration programs.
  3. Combine data on labor market and skills shortages to address persistent labor shortages.
  4. Encourage the retention of immigrants in smaller communities.
  5. Provide an effective mechanism for rapidly changing labor market requirements
  6. Specifically, look at occupations and essential services such as health services, carers, agriculture, manufacturing, and to name a few.
