According to the latest announcement at the end of November 2021, the Government of Canada continues to extend the time for International Students to study online outside of Canada and still have time to apply for a Post-Graduation Freelance Work Permit (PGWP).
With this policy, the Government of Canada decided that all international students who are outside of Canada can continue to study online and receive the same time as face-to-face study at the time of birth of a post-graduation work permit. The online learning period will be counted from 3/2020 - until the end of August 31, 2022, approved for both main terms.
International Students to study online outside of Canada
To apply for a Post-Graduation Work Permit (PGWP) under this renewal policy, international students need to meet the following criteria:
Graduate from a full-time course at one of the DLI designated educational institutions.
If students are completing 2 semesters, international students can complete 100% of their studies online if programs are ongoing or commencing from March 2020 to summer 2022.
The length of a student's study period is important for PGWP eligibility and also in determining how long an international student's PGWP will be valid. If your study program lasts more than eight months but less than two years, the validity of the PGWP will be equal to the length of the study program. If the formal program of study meets the requirement to last more than two years, the granted PGWP can be extended to three years.

The PGWP is an open work permit, which means you can use it to work for any employer, in any occupation in Canada. This is a one-time-only license and cannot be renewed or renewed.
