In April 2021, Prime Minister Justin Trudeau set an average child care cost target of $10 per day and applied nationally over the next five years. In pursuit of this goal, the federal government has committed to invest $30 billion over the next five years and a minimum of $9.2 billion annually thereafter.
In making the announcement, the Prime Minister's office explained, "By building early learning and childcare systems, we will make life better for Canadian families, create new jobs, growing the middle class, increasing women's participation in the workforce, and driving strong economic growth across the country.”
This policy could be a huge win for parents across Canada and for parents facing difficult circumstances. Immigrants are among the most likely beneficiaries.
Immigrants tend to arrive in Canada at a younger age than the average Canadian age. This means they tend to have families earlier, and access to affordable daycare is paramount.
Unlike other Canadians, immigrants may not have family and friends in Canada to take care of their children, and they may not yet have a high enough income to pay for childcare. Often, immigrant women are bearing the brunt of this problem.
One of the reasons why it may be difficult for new immigrant women to integrate economically and socially in Canada is the lack of affordable daycare options. For example, in Toronto, a top destination for new immigrants to Canada, the average monthly fee for toddlers is $1,600 (according to the 2021 federal government Budget). This is more than $3,000 a month for a typical family with two children.
Therefore, it is very likely that the implementation of the $10 a day babysitting program will enable more immigrant women to pursue their careers. Immigrant families have more time to earn and save more as childcare costs fall. This will stimulate shopping for immigrant families. The program should also improve the social inclusion of migrant women
